Counselor/Amany El-Rafei- Head of APA ordered to refer the following officials at Alexandria Governorate Administration Bureau to immediate trial:


-Three Former General Secretaries

-Former Head of Central Administration of Tourism and Resorts

-General Director of Financial Affairs since 9/7/2015

-Director of Central Revenue Administration

-Former Directors of Financial Administration and Financial Affairs.

-Former and Current Directors of Contracts and Procurement Department

-Four Former Heads of Alexandria Governorate State Property Protection Authority (AGSPPA)

 -Head of Property Management Administration at AGSPPA

- Property Management Engineer at AGSPPA

-Three Accountants at AGSPPA

-Current Director of Financial Affairs at AGSPPA

-Dues Collector at Alexandria Governorate Real Estate Taxation Authority

-Inspector at Alexandria Governorate Real Estate Taxation Authority

For their gross negligence and failure to take the necessary legal procedures regarding collecting fees and chargers from a number of beaches and club’s exploiters at Alexandria Governorate in 43 touristic resorts as well as the amounts owed by a company in return of exploiting the beach and a number of cabins and areas that are owned by the state, that lead to vast financial detriments to the state’s treasury.



Investigations were conducted by Counselor/ Adel Abu-Heib – Member of Headquarters Technical Bureau in case no.170 under the supervision of Counselor/Essam El-Minshawy –Head of Headquarters Technical Bureau based on a complaint regarding violations on state owned beaches at East, West, Central, Customs, Montaza and North Coast districts in Alexandria Governorate that are exploited by a number of individuals and companies where they are no longer public utilities in violation to the law



Investigations revealed the validity of the complaint and the presence of serious violations, accordingly APA confronted the mentioned accused officials with the charges against them and referred them to speedy trial.

As soon as APA began conducting investigations, Alexandria Governorate started working through the committee formed upon the instructions of APA in collecting the state’s dues and taking necessary legal procedures and applying administrative distraints which lead to collecting approximately 60 million pounds.

 

 

APA issued the following orders:

 

-Following-up the Alexandria Governorate Administrative Bureau

while collecting rest of the public treasury receivables

-Conducting a separate investigation regarding the incident of the non-recoverable public treasury receivables from touristic resort owners at Marsa Matruh Governorate

-Sending a copy of APA’s memorandum to the work place of the former secretary general of Alexandria governorate administrative bureau who is also a professor at the faculty of engineering –Alexandria University in order to take the necessary procedures against the contraventions he was charged with in accordance with the law of regulating universities affairs

-Sending a copy of APA’s memorandum to Alexandria’s Public Funds Prosecution in order to attach it to case no.188/2016

-The continuation of the work of the committee issued by resolution no. 1206/2018 in order to fully collect the debts by taking all the necessary legal procedures

-Implement the provisions of the law on all clubs that are operated by nominal rent system to avoid damaging public funds
